The death penalty acts as a policy at all government level which murder fall into three different degrees which are first degree, second degree and third degree. However, it cannot deter the crime in society. Usually, government use deterrence theory to prevent and control the society behavior through fear of punishment and retribution which abide in an act criminal justice.&nbsp;<br><br>2. They have to go through court law of order and go through the legal process by the juries and judges. If it is a self defense, the death penalty shall be reconsidered.<br><br>3. As the alternative, we are suggesting Life sentence, electric chair, canning and&nbsp;<br>community works.&nbsp;<br><br>4. For example Ethiopia and Egypt practice capital punishment but crimes rate are still high in respective countries.<br><br>2. According to the Human Rights act, everyone has freedom to live, and therefore death penalty will prove to be the violation of international human rights.<br><br>3. major cause of crime in any country is poverty, so instead of executing criminals, government should introduce policy measures to eradicate poverty and the root cause of crimes.<br>4. Even though government compensates the victim's family but still victim's family does not feel justified. Based on the cultural background of different countries, the economic situation and social development degree are different. The death penalty, as a relatively ancient system, does have a deterrent effect in some traditional countries, but in some developed countries, the effect will be reduced on the basis of human nature.<br>2.Based on the first question,We believe that murder deserves the death penalty. It can be a deterrent to citizens to some extent.</div><div>3.Revocation of political right,financial penalties,life imprisonment,<br>4.For the families of the victims, the death penalty can alleviate some of their emotions.This action can make them relax a little,so they won’t do things extremely.<br><br><br><br>5. The country is mada up of people. People's demands are the direction of national development. If the elite represents all groups, ordinary people will have no right of speech.Elites can involve the process of making polices,but they cannot decide all the things.Elites can not represent all the people.Otherwise,country policies will influence all the person,if elites have the completed rights in this aspect.They will consider their own benefit first,it’s not fair.On the other hand, Elites-driven's political will led to the political monopoly. The political-making will influenced by the subjectivty value of Elite group. It may caused the big gap between rich and poor. And increase the social conflicts.National policies will change with the values of the elite, not in the public interest. At the same time, in order to ensure the stability of the country, the transition from the non-elite to the elite is slow. It’s not good for democratic decision-making.</div>]]></description>

         <description><![CDATA[<div>In our point of view, we do not agree. The policies in a country is shaped and construct by the government authorities. The elites shouldn't shape the country's policies but only act as leading factor to execute the policies as they have the influence as a domination at society level. It is because, the policy makers should consider the mass demand about certain problems and issues which involve the elites group and common group. The elites may have their domination interests in terms of economics and politically which impact the social and economic standards of the common group. If the elites have the sole rights to shape the policies, certain mass issues may not be in collective solutions of a country's decision making. </div>]]></description>

And one of the aims of our economic development is to improve the wellbeing of Chinese citizens.&nbsp;<br><br>In terms of social development, our government has managed to include almost every group and every aspect of our life. For example, the welfare of vulnerable groups: 1. Disabled persons are guaranteed free transportation and monthly subsidy of 800. 2. for Low income people, 800 per person per month. 3. Elderly citizens they also can use public transports for free, and free physical examination.<br><br></div><div>education</div><div>With the development of economy, the country pays more and more attention to the knowledge talents, so the investment and welfare of education also increases with the economic development. Primary education tuition and fees, free secondary education tuition and free university education to provide financial support for scientific research project, provide financial aid support in minority nationality areas, tuition and student loans for poor students, national scholarships to excellent students, etc. Especially on college campuses, the cost of school is much higher than the tuition and fees paid by students. The low prices on campus are subsidized by the state.<br><br>About the rural area, the government provides “rural cooperative medical service “, allowance for agricultural machinery and home appliances going to the countryside.<br><br>And in terms of our daily life, we have free library, free museum, free community park, free WiFi in some areas.(require financial capital to be established and maintained). Financial subsidies for public, subway, train and other vehicles have reduced travel costs. (such as the subway, according to the 2016 report, only a small number of single lines, such as Beijing metro line 4, Beijing metro airport line and Shanghai metro line 1, have been profitable. There are a lot of social philantrophy work in the country especially within religious communities. There a lot of community (non religious) based kind of social developments such as community services in the form of skill workshops, taught for free to the society so with that the society can improve the skill and make more money (be economically independent and less reliant on government handouts or subsidies) to improve their quality of life. Also they are rpjpn and rpjmn( basically plans for long term and medium term) created by government. However, on the other hand most social development and social welfare by the government are mostly concentrated in city areas than village areas.          <description><![CDATA[<div>Based on the group’s discussion, we would agree that both social development and economic development is align in Malaysia. To prove this statement, we would like to put forward four issues which are poverty, quality education, clean water and sanitation as well as decent work and economic growth.&nbsp;</div><div>&nbsp;</div><div>In terms of poverty, absolute poverty has reduced from 49.3%(1970) to 0.06%(2014). Malaysia was formerly dependent on the production and export of two commodities, rubber and tin. Wide fluctuations in the prices of these commodities meant uneven growth for the country.&nbsp; A decision was made to industrialize by manufacturing goods for local consumption and for exports. But Malaysia had neither the expertise nor the capital needed in order to set up industrial plants. It was decided to invite foreign investment to come in with their know-how and capital. Incentives were provided. The strategy proved very successful in creating jobs and generally developing the country. Thus, this was one of the ways Malaysia grew out from poverty over the years.</div><div>&nbsp;</div><div>On the other hand, education has also improved over the years. This can be seen as 97.2% enrollment rate for primary and 90% for secondary school for both boys and girls in 2016 and 48% enrollment for higher education in 2012(70% higher than 2002).<br><br>In terms of clean water and sanitation, over 95%coverage for treated water and sanitation facilities and 98.2% coverage of 24 hours electricity supply at national level in 2012.<br><br>Finally, in terms decent work and economic growth, Malaysia has sustained 6.2% per annum economic growth for 50 years.
