         <description><![CDATA[<div>In January 1790 Hamilton submitted a Report on Public Credit to the Congress.He had argued that the public debt fell into three categories which were foreign debt, owed mostly to France, state debts , incurred by the individual states to finance the war, and a national debt in the form of government securities that had happen to help finance the war. Hamilton proposed that the federal government would take responsibility for repayment to all categories of debt. </div>]]></description>

         <description><![CDATA[<div>Jefferson was a strict constructionist in his interpretation of the Constitution . He had written the dangers of interpreting the government's powers broadly . "To take a single step beyond the boundaries ... specifically drawn around the powers of Congress ,". Hamilton was a broad constructionist who saw no danger in the bank. He based his argument on Article 1 Section 8, of the Constitution, which granted Congress the right to "make all Laws which shall be necessary and proper" to exercise its legitimate powers.</div>]]></description>

         <description><![CDATA[<div>Washington was pleased to be identified with this new struggle for the " rights of man". Hamilton's Federalists and Jefferson's Republicans were united over the enthusiasm for the French Revolution. By 1793 American public opinion began to divide on the French Revolution. Popular support had gone away due to the revolution's most radical party when the Jacobins had executed King Louis XVI and his wife. Many Americans were shocked and denounced the revolution completely due to what happened with the Jacobins. American opinion on a second war with England was debatable and complex. Some felt the United States should honor its treaty obligations. The others who supported the French Revolution including Thomas Jefferson did not want the United States to become embroiled in a European war. However others who condemned the French Revolution wanted any excuse to attack the British. Hamilton was one of the political leaders who wanted to work toward better relations with England, denounced the French assault on other nations, and opposed any American involvement.</div>]]></description>

         <description><![CDATA[<div>Protest turned violent in 1794 in July due to a crowd in western Pennsylvania, they were very mad and angry about a new federal excise tax on the whiskey they produced. So, they ransacked and burned the home of the federal excise inspector and then threatened to march on Pittsburgh if the tax were not repealed. George Washington worried about how the outcome would come out so he called up thirteen thousand militiamen just in case. The president marched into the countryside to do battle with a few hundred citizens armed with rifles and pitchforks . In the face of such an overwhelming military force the whiskey rebels abruptly dispersed.</div>]]></description>
