Consider how it might both benefit and hurt homeowners.<br><br>Algorithm is less biased, a person might have implicit and explicit biases.&nbsp;<br><br>The model is based on subjective processes or features which might be a little flawed.&nbsp;<br><br>Now you can recreate your own house value. Theoretically see what your house is valued at, but not everyone might know how to use a model.&nbsp;<br><br>Sellers/Buyers can see what direction the houses/home prices are moving in.&nbsp;<br><br><br>(b) How do the CCAO’s transparency initiatives aim to redistribute power among the tax lawyer industry, the CCAO, and the constituents of Cook County<br><br>We thought that the CCAO's transparency was an attempt to give more power to the homeowner's and constituents, but it was not completely successful.&nbsp;<br><br>Open source does not always mean everyone can understand and use it.&nbsp;<br><br>Trying to make everything more open and accessible. The idea that everyone should have access to free experts, which this allows anyone of any wealth or status to learn and make decisions.&nbsp;<br><br><br></div>]]></description>

People who benefited from the faults of the previous model may be hurt by the new one, but people who suffered from the previous model are better off.&nbsp;Increased accuracy also leads to more fairness. <br><br>b)&nbsp;The transparency initiative aims to cut out the need for tax layers, making the appeal process more accessible to all the constituents of Cook County. They are doing this by contacting property owners by mail to provide them the opportunity to appeal. </div>]]></description>

         <description><![CDATA[<div>Members: Michael Chau, Anna Vardapetyan, Kyle Yu, Sidney Chen, Rohil Verma<br>a) The machine learning/mass appraisal technique is supposed to be less biased than traditional techniques with appraisers going to value homes and applying practices unfairly. Mass appraisal also helps avoid regressive evaluations. It may still hold some implicit bias because of the data used.<br><br>b) It redistributes the power to constituents, because it not only tries to make evaluations more fair, reducing the need for these lawyers, but it allows constituents to understand the appraisal process. This again reduces the value of the specialized tax lawyers.</div>]]></description>

         <description><![CDATA[<div>People: Nitin Bhupatiraju, Allen Ding, Joanna Zuo, Eric Hua<br>A)&nbsp;<br>The algorithm doesn’t include any bias that people might have when evaluating properties so that would make it more fair. Additionally, the evaluation technique may be less sensitive to outliers and other variations. Additionally, it would be more effective to make sure CCAO makes it so that the taxes are evaluated more fairly.<br>B)<br>Since its more transparent, all constituents have access to it so they too can raise awareness of any sort of attempt to skew appraisals, which would give more power to constituents. The tax lawyer industry also is less corrupt with a transparent initiative since the model is accurate and leaves less legal decision making amongst corrupt lawyers.</div>]]></description>

The previous appraisal techniques were prone to biases and flawed due to an appeals process that let rich homeowners alter their home valuations. The mass appraisal technique benefits homeowners because it creates a more accurate valuation of their homes. However, it can also hurt homeowners because it exacerbates inequalities and may be prone to errors, because of incomplete data in specific communities/neighborhoods.<br><br><br>b) The initiatives empower people with less economic resources to be able to appeal, and evens the playing field because you are appealing a valuation created by a machine learning model. Thus, having more tax lawyers is not enough to win an appeal.</div>]]></description>
