Elites in the South who weren't part of the historical planter class often backed the New South movement. Their goals were to start over and build alliances with Northern businessmen to modernize and accelerate the South's economic growth. In the South, tenant farming and sharecropping-based agriculture remained the main sources of revenue.

Homestead Act 1862

The Homestead Act, passed in 1862 by northerners in Congress, gave male citizens the right to claim federally owned lands in the West. After five years of “improving” the land by constructing houses and barns, digging wells, or plowing fields, settlers may move west, select a 160-acre surveyed parcel of land, submit a claim, and then apply for the legal title deed to the land. The Homestead Act allowed hundreds of thousands of Americans to purchase land. A new agricultural haven for Americans in need of land was the west that was once thought unsuitable for colonization.
