The Estates General was the government system used before the French Revolution. French Society was divided into three Estates; the first Estate included clergy and church officials, the second included nobility, and the third included the peasantry. In the Estates General, each estate got one vote each. This did not work because the first and second estates shared opinions, and would outvote the third estate, which was the majority of the population in France.

In order to solve this, the third estate proposed the National Assembly, a system based on population. The upper estates did not like this because the third estate would have more of a say in the government and likely force more responsibilities on them.

The upper estates decided to lock out the third estate out of the first National Assembly meeting, so representatives of the estate found a tennis court in the Palace of Versailles. Here, they took the Tennis Court Oath, and swore not to leave until a constitutional monarchy was established. The king responded to this by having all of them arrested.

In July, 1789, a group of people decided to storm the French fort, the Bastille. They did this because they felt their rights were being violated. They wanted the release of political prisoners, and they were afraid the National Assembly would be dissolved.

The people later march on the Palace of Versailles because of the high prices of bread and rumors surrounding Marie Antoinette. This is justifiable because the government had not been helping them at all. No word had been sent from their officials (king and queen).

The Legislative operated like a constitutional monarchy - the people would work with the king. This government failed because of weak leadership. the people of France had never tried something like this before.

The First Republic was led by Robespierre, and his goal was to do anything necessary to provide a good government. This led to the Reign of Terror, and the killing of over 70,000 people.

The Directory was the final government attempted by France. It consists of an upper and lower house. The lower house creates laws, and the upper house accepts and enforces those laws. The struggle with this government was the large amount of corruption.

Eventually, Napoleon overthrew the Directory in 1799 and named himself emperor. He made many changes to France's government during his rule. He disposed of the estate system and created a more centralized government for France. He enforced a list of laws known as Napoleonic codes. These deprived women of their rights, brought back slavery, and more. He improved France's relationship with the Pope and practiced religious tolerance throughout the country. Additionally, he sold territory in North America to the United States, and improved education.

Napoleon left a legacy of important political change in Europe. As he dominated Europe, he placed his family in charge, leading to the creation of new political philosophies when they were removed. Additionally, he had awoken feelings of nationalism within the people of France.
