2) I also see that the town isn't a Hooverville with sheds and tents every where.
3) The Dust Storm is happening during the day so people could be at school or at work. 

The Purpose of the story is to see how life was in the 1930's and how bad the dust storms were back then.

I also realize there are a couple cars driving on the road at the time of the Dust Bowl.
