• Head counts should be made often to ensure all participants are all accounted for. 
• An announcement will be made over the schools PA system. 
• Should the child not report to the announced designated location, the program shall institute and announce a “lock down” over the PA system 
• A lock down shall encompass staff keeping all children in their current location (classrooms, etc.) and the initiation of a roll call to account for each participant. Simultaneously, the program site supervisor and appropriate staff shall check the school building, beginning with exits, hallways, bathrooms, etc. and subsequently checking classrooms to verify that children are accounted for. 
• Please notify your Senior/Program Manager, if he or she is not available please contact other program managers. If Site Directors are unable to contact any Program Manager, please contact Yolette Charles. 
• Please notify your school Principal or assigned school liaison. 
• The Site Director will gather several staff to look for the child. Staff will be informed of the participants name, what he/she is wearing, and what they look like. 
• School Safety should be notified; doors and gates should be checked to see if there has been a breach. 
• The staff will be assigned to look for the participant in and around the building (rest rooms, class rooms, school yard, and cafeteria) and neighboring shops calling out the participant’s name. 
• The designated staff members will check in with the Site Director every few minutes via cell phone or walkie-talkie. 
• If the participant is not located within 20 minutes, the site director will notify the police. 
• The parent will be contacted directly after the police have been notified. 

Group leaders are not to sit on the sidelines during any activity. They are encouraged to participate in the activity and must constantly supervise the students of their assigned group.

• Each group is responsible for the condition in which the room is left.                                                                         

• Administrative staff will make an ongoing observation of your performance with the children.

• NYJTL Staff are expected to maintain a professional demeanor with school staff, children’s parents, and one another. 
• The possession of illegal drugs, weapons, or the use of alcohol and tobacco will result in employment separation.                                                                                            

• Always present yourself in a professional manner. 
• Please be advised that NYJTL has a program dress code, which will be actively enforced.  
• Staff must wear an NYJTL Polo shirt every day. 
• All shorts must be no more than two inches above knee length; all pants must be worn at waist level.  
• Cropped tops are prohibited; your stomach and back must be always covered. 
• No clothing with offensive language or imagery may be worn in front of the participants. Your back should be covered completely when bending over. 
• Open-toed shoes are prohibited on account of safety.
• Hats, hair wraps, doo-rags, sunglasses, and visors are not permitted to be worn within the school building. Outside in the school yard / trips (Hats/Sunglasses) are acceptable. 
• Violations of the dress code will be subject to disciplinary actions, including being sent home without pay.                                                  

• Program attendance is to be taken daily. Students are not allowed to take attendance; only staff is allowed to do so. 
• When taking attendance, note that an (P) signifies “present” and an (A) signifies “absent.
• The attendance sheet requires an accurate count. Assigned staff could tally the daily count at the bottom of the attendance sheet each day           
• The attendance sheet will not be accepted if this procedure is not met (ensure nothing else is written on the attendance sheet).  
• Attendance is due to Ms.Deja every day before clocking out for work.                                                                                                          

• During lunchtime, staff is required walk around classroom and oversee the group properly. No one is to be seated with their group, as doing so does not allow you to properly view what occurs with participants.
• Students are allocated 30 minutes of lunch. The classroom should be clear of all students. All assigned staff should check around students tables to ensure that children have cleaned up. 
• Brooms, mops, and dustpans are available for any spillage. The staff is responsible for supervising the students during clean-up, ensuring that their table is clean, and no garbage is under their table.
• No food of any kind is permitted outside of the classroom. This includes staff members (no candy, beverages, snacks, etc.) 
• Parties/celebrations are not acceptable.  Food must not be carried out outside of the classroom area unless otherwise agreed or directed.
• Parents without a pass are not allowed beyond the security desk. If you notice a stranger, you must notify Security or Program Director (Ms.Deja).  If that can’t be done, please escort the person to Security while ensuring that your children are supervised by another staff person.   
•  Lunchtime is not the time for staff to eat or watch children from the sidelines. 
  • Staff must be active: walking around their tables, engaging and supervising their children, etc. 
  • Staff must ensure that eating time is relaxed but structured.  
  • Eating time is not free time.  
  • Students must know what is expected of them upon getting back to the Classroom.

• All students, at 5:30, should be brought to the assigned discharge in the gym. 
• Every child must be signed out daily by an approved guardian unless the student has been identified as a walker. 
• You are not to release a child to anyone without obtaining an approved signature. 
• You will be provided with an Authorized Pick-Up List and Walk Alone List (Walker’s list). 
  • Students who walk home alone are known as walkers and should sign themselves out daily at the program dismissal time. 
  • Never do we allow any walkers to be dismissed before the end of the program without guardian signatures. 
  • Failure to obtain proper signatures will result in disciplinary action including separation of employment
• Each group will be assigned a specific area for dismissal. 
  • All groups are to report to the same place each day.
  • Any student not picked up by 6:00 pm is considered late and this must be recorded in the Late Sign Out List. 
  • After the dismissal of the Walkers, (Ms.Deja) must notify each of the respective parents of their child’s departure home to ensure their arrival safely. 

• If a child is picked up before 5:30 pm, the parent/guardian must sign into the Security sign-out notebook and report to the after-school office to sign their child before picking up a child.  At no point should program leaders (Ms.Deja) accept receiving an email or a phone call in support of participant dismissal.                                                                                                              

• Staff must attempt to provide additional support when handling discipline problems within the classroom. 
• At all times, staff should contact the Program Director (Ms.Deja) and inform them of students’ concerns and if there is any physical injury such as bleeding, bruises, cuts, etc., or if any illness is observed such as coughing, fever, etc. Please do not leave the child unattended 

• Each group has a program schedule. 
• All groups are to always adhere to the plan. The scheduled activities must be followed even if the activity specialist is out. 
• If a schedule is modified, the program site director (Ms. Deja) must notify the Education Leadership Team (Ms. Hernandez) of changes in plans before the start of any program.  

• Each group will participate in activity periods each day.
• Groups will go to the assigned room for their given activities. 
• Counselors are expected to be active during the activity and follow the instructions of the Activity Specialist.
• Staff is not to sit on the sidelines during any activity. 
• While counselors are encouraged and expected to participate in the activity, they must be constantly supervising the students of their assigned group.
• Working one-on-one with the children and participating in the activities, encouraging them will build confidence and other youth development skills.  

• Students should not be wandering through the hallways unescorted. 
• The Program Director (Ms.Deja) must monitor the hallways and be visible during transitions during program hours. 
• During the transition times, all staff is responsible for the welfare of the students in the hallways. 

• Lesson plans should be followed and approved by the site educational leader.  At no time should any staff instruct a lesson that has not been approved? 
• Be sure to have a lesson plan board for visuals and a copy for your records as we make unannounced classroom visits. There is no exception to the rule! 

• The New York City Department of Health’s Bureau of Day Care requires all program staff to pass fingerprint and child abuse clearance. 
• All staff must complete the necessary paperwork for approval or provide proof that such permission has previously been obtained. 
• All staff must be fingerprinted by the Department of Health (DOH) and the Department of Education (DOE).
• The team must immediately notify HR if arrested while working in the afterschool program and if DOH or DOE flags any staff.

• The program is required to have monthly fire drills, which will be both announced and unannounced. 
• Please see procedures on-site and for evacuation procedures. 
• Binders should be taken with you outside. 
• A count of students should be made at once: 
  1. before leaving the school building
  2. when outside the school building 
  3. upon returning to the classroom.

• In the event of an intruder(s) in the building that poses a threat to the students and staff members in the program, an announcement will be made over the loudspeaker stating, “please report to the office.” 
• Please follow the directions over the loudspeaker and have the students move quickly and quietly to the designated room to await further instructions. 
• Should a situation arise in which such an announcement cannot be made, we ask that you follow the directions of the program director, school safety agents, or their designee.

• The program must have a minimum of three staff members whose CPR/First Aid trained.
• A first aid kit is kept in the office. 
• Additionally, all groups are mandated to carry a first aid kit in their backpack.
• A first aid reference manual issued by the American Red Cross is kept in the same place for review and access by all program staff. 
• Band-Aids, peroxide, and alcohol are held in the main office and not to be used unless the site management team is made aware.
• An accident report must be completed for any injury and logged into the accident/injury log. All incidents require statements and please see the program director. In addition, the Program Director (Ms.Deja) must be notified of all accidents, no matter how minor.

• To maintain a safe environment for all children, it is imperative that any child with a communicable disease or ailment be brought to the attention of the site’s main office immediately, i.e. chicken pox, ringworms, etc. 
• Any student with complaints of continuous cough, headaches, stomach pains, etc., should be brought to the program site leadership office by staff. 
• No child is to be sent to the office unsupervised, especially if they are sick. 
• An attempt will be made to contact a family member to pick up the child. Depending on the severity of the illness, if we cannot reach a family member to pick up the child, they may be returned to the school nurse or classroom if applicable until dismissal; 
• Children whose caregivers cannot be reach and who appear to have a more severe ailment will remain in the main office.  
• All students should be reminded to wash their hands after using the restroom.  
• All should apply the hand sanitizer periodically.
• They should also follow proper hand washing procedures when the student encounters unsanitary conditions.  

• No male staff members should have a conversation with a female student. Please escort them to the nearest female staff member.
• The student should be brought to the main office for a conversation with the program director or her designee.
• Should the school nurse still be available, the child will be brought to the nurse’s office. 
• Every effort will be made to contact the child’s family member. 

•  As a childcare employee, you are a mandated child abuse and maltreatment reporter. 
• There will be a staff development session on child abuse and neglect. 
• Any suspicions should be documented and reported immediately to the program director (Ms. Deja)

• The program’s priority is the safety of the children enrolled. 
• You are the first point of contact with members. 
• If at any time you feel that the security of a child is in jeopardy, you should report the incident to the program director. We will detain and speak with the adult. 

• Under no circumstances should a staff member search a child’s belongings. 
• Report any suspicions to the program director, school safety agents, or designee.

• Staff must be aware of their behavior and the behavior of others and be alert to the environment, individual children, and their interactions to prevent any unforeseen and/or present harm. 
• Supervision means Ms.Deja / Staff must always ensure an appropriate number of staff are physically present in the area where children are present and are providing appropriate and watchful oversight to the children we willingly serve. 
• Ms.Deja must always know staff whereabouts and ALL staff must always know the whereabouts of all children in the program care.
• Staff must be able to respond promptly to the needs of all children. Close supervision provides added assurance that children are not harming each other and allows staff to see or hear escalating behavior and quickly intervene to resolve conflict.
• All staff must provide clear rules and boundaries to ensure the safety of each participant.   
• Staff should refrain from excessive conversations with each other to ensure adequate supervision
• When and if children are escorted to the bathroom, water fountain, etc., the program’s staff must contact the site supervisor or authorized individuals at the site.
• If necessary, a buddy system is used, a plan to meet the supervision of group requirements and follow the guidelines

• Each child must have a signed permission slip for any field trip outside of the building. 
• The permission slips should contain all the important information including. but not limited to, the time that the program is leaving and returning to the site, mode of transportation, and emergency contact information. 

• It is very important to travel with a portable first aid kit. 
• The kit should include basic first aid supplies: Band-Aids, ice packs, etc. Also, bring accident report forms with you so that you can document accidents immediately.  
• Every staff should carry a backpack and first aid kit during the trip in case of emergency.    

• Each field trip will have a Program Director accompany during the trip and a Trip Leader designated by the Program Director.   
• The Program Director is the Trip Leader in charge of the field trip. 
• All other staff on the field trip must work appropriately and follow instructions given by the Program Director to support the designated Trip Leader.  
• It is critical to establish basic safety procedures and guidelines with the students before they leave the school. 
• The Program site leadership team will set policies for lining up, crossing streets, bathroom procedures, etc.
• The Trip Leader and other staff will let the children know what to do in the event of an emergency; for example, if they get lost, they should look for an adult they can trust, an employee of the place they are going, a police officer, etc.  

• It is very important to do a regular headcount throughout the field trip and during program hours. 
• The first head count should take place before the group leaves the school. 
• There should be a head count of students in each group and a total count. 
• Head counts should continue to occur periodically, specifically when you: get on and off a bus, when you arrive and depart from your destination, any time the group makes a stop that requires the students to split (i.e., transitions with bathroom breaks), etc.

•  It is essential and needed to maintain small ratios when on field trips. 
• A 5:1 or 7:1 ratio is recommended when on a field trip.  Program Directors must accompany the site on all trips. 
• If PD is unavailable, the Program Manager must accompany the Assistant Site Director on the trip. 
• Ensure staff and volunteers know who they are responsible for on the field trip. 
• If the students are divided into smaller groups, make sure the staff or volunteer has a list of the student they are responsible for.

• All staff must review and take note of any health issues of the students in their group (a health issue list should be located on each group’s clipboard.).  
• Often, the students will share things about themselves that at times will be difficult and require us to immediately get help for that student.  It is each staff member’s responsibility to ensure that the students in their group are safe.  
• If a student shares something that is sensitive, we need to help that child.  For all of us to meet the needs of our scholars, all staff must be proactive in identifying students who might need help.

• Check and verify the bus arrived at the correct school location - introduce yourself and your Team to the Bus Driver.  Exchange numbers with the bus driver so that when ready to depart from trip locations, contact the bus driver 15 to 20 before departure to ensure scholars do not wait long.
• Headcount per each transition by a supervisor should occur at the following times - Before leaving the building - When arriving at the bus, Upon exiting the bus, and once inside the trip location
• During and after lunch at the trip location 
• Before and after bathroom transitions 
• Before exiting the trip location 
• Upon getting on the bus, Once on site

• Check each child upon their arrival to assure that there are no ill children; those who are visibly ill should not be allowed to attend the trip and must be picked up by a parent/guardian. 
• Assign chaperones and review responsibilities with both participants and staff Chaperones. 
• Be sure to take all supplies that will be needed (first aid kits, walkies, snacks, water, attendance sheets/books, emergency contact numbers, etc.)
• Ensure each child is appropriately dressed for the day's weather and events 
• Each participant should have an identification tag or an NYJTL t-shirt, which includes the name and phone number of the center. **Caution should be used in placing children's or staff names on tags as this may alert strangers to the individual child's name or the name of anyone the child will respond to.
• Prepared for admission tickets/itinerary/payment of the trip before you leave the site - Call Tasheka and confirm attendance and notify your supervisor.
• Take attendance, ensure each participant is accounted for 
• Make a list with an exact count of all children in attendance; take a copy with you and provide a copy to the security and leave a copy in the program’s office
• Recheck all forms: 
• NYJTL Parental Consent form per attending participant (Permission slips should be completed, filled, and signed by an authorized parent/guardian 
• DYCD generated Emergency Contact List (including all medical and allergy information per participant.

• Locate the bathrooms, eating areas, meeting areas, etc. 
• Decide on checkpoints to count children and meet for bathroom, lunch, departure/emergencies 
• ** Creating checkpoints and often stopping to count children is always recommended to ensure further the safety and constant supervision of all our children 
• Clarify the rules for the day: a. Where children and adults can go and cannot go b. What children and adults can do and cannot do c. Where the group will meet and when d. Decide who will handle any child with behavior problems or special needs. 

• Emergency plans should include. What is to be done, by whom, and when e.g. 
• Who will care for an injured child? 
•  Who will stay with the group and were etc.

• The Program Director will appoint the person to conduct the preliminary search and reassign that individual's children to another group and chaperones.
• Concurrently notify security guards at the site/trip location  
• If, after the preliminary search, the child is not found, all 
• staff members not needed for the immediate supervision of the other children must be called together and given information about the lost child's last whereabouts. Entrances, exits, and insides of buildings must be checked, as well as the surrounding area. 
• If the search mentioned above is unsuccessful, the trip coordinator or designee must notify the police, giving a complete description of the child: clothes, height, weight, hair color, and when last seen.
• The director will call and notify the parents.  Regardless of the outcome, the Child Abuse hotline must be called, 
• Contact direct supervisor - A DYCD incident reporting policy followed in the outlined period

• Provide adequate supervision in a secure area for all children/staff 
• Notify proper authorities and the Program Manager assigned to the site; inform them of the situation and the group's preliminary steps, location, and plan going forward
•  In case of severe injury/illness, call 911 first 
• Provide appropriate first aid and medical care as permitted by held certifications 
•  FIRST AID is not considered a substitute for medical attention. Children needing medical attention must receive it immediately after an accident/incident. 
• If EMS transports any staff/student; the program director should travel with them if able in the EMS; ensure to collect EMS information for your report 
• If the injury/incident involves an adult chaperone, at once reassign the children who were in their charge to other chaperones 
• Arrange alternate means of transportation with the bus company assigned; use of a personal transport vehicle is prohibited. Guardians must always be informed of any incidents/accidents involving their child on the same day the incident occurred. 
• This can be done by telephone or in writing if the parent cannot be reached by phone.
• Regardless of the outcome, the DYCD incident reporting policy should be followed in the outlined period; ensuring to collect, if present, any police reports, and necessary information for your report

• Students are allocated 30 minutes of lunch. The cafeteria should be clear of all students. All assigned staff and site leadership should check their tables to ensure that children have cleaned up. 

• Brooms, mops, and dustpans are available for any spillage. The staff is responsible for supervising the students during clean-up, ensuring that the table is clean, and no garbage is on top the table.

• No food of any kind is permitted outside of the cafeteria. This includes staff members (no candy, beverages, snacks, etc.)

• Food must not be carried out outside of the cafeteria area unless otherwise agreed or directed.

• Lunchtime is not the time for staff to eat or watch children from the sidelines. Staff must be active: walking around their tables, engaging and supervising their children, etc. 

• Staff must ensure that eating time is relaxed but structured.  Eating time is not free time.  Students must know what is expected of them upon entering the cafeteria. 

• 5-minute warning signal that staff members give every day for children to know that eating time will be over soon

1. Group Bags should be taken with you outside.
2. A count of students should be made at once: 
   • (1) before leaving the school building
   • (2) when outside the school building
   • (3) upon returning to the classroom

“Oh no. This is a problem. I bet that’s really upsetting.”

After you have proven that you care, ask:

“What do you think you might do to solve this problem?”

Avoid giving these suggestions until you have asked:

“Would you like to hear what some other kids have tried?”

As you suggest alternatives, remember to avoid creating resistance by saying:

“Some kids decide to __________________________________.”

As they consider each choice, you can ask:

“How would that work for you?”

Resist the urge to tell the child which alternative to pick. End the session by showing your faith in the child and say:

“Good luck! Let me know how this turns out!”
