In Krushchevs first attempt at taking complete control of Berlin, they made a blockade around the city to cut people off from leaving the Soviet side of Germany. The people who were stuck had little access to food and supplies, so instead of initiating more conflict, the USA decided to fly shipments in for 15 months because the Soviets stopped all ground entry. The USSR could not shoot down the planes because that would lead to war.
