As long as I am not lecturing, they are free to use at their will, but I make them leave their phone on my desk.

Not during instruction. Not during presentations. Not during the first or last 10 minutes of class. (Their phone shouldn't be an issue since it should be in the phone pocket, but they are not allowed to get it before they leave.)

I used to have a sign-out sheet, hoping it would discourage excessive usage, but this was not the case.

Old procedure: Bathroom passes (3-4 a quarter) with the incentive of extra credit; however, students would use them all and then state it was an emergency, giving me no options.

They can't go if they are tardy and/or their phone is not in the phone pocket at the start of class. If it's an 'emergency' but they were tardy or didn't put their phone in the phone pocket, then for every min they're gone more than 2 min, they spend 1 min with me in brunch/lunch. If they fail to show, then until they serve double time, no more bathroom passes for them.

Kids once they realize I actually enforce the rules on everyone have no problems with it, and it encourages kids to show up on time. Not letting them have their phone also makes it much harder for them to arrange meetups, PLUS when they go to the bathroom, they're not doing the slow meander as they read their texts or sit on the throne and peruse social media.

Students receive 3 "free" per semester

If they need more than three, they can share with friends, they can "pay" in Korman Cash, or I use the stopwatch feature and time them while they are gone, and they owe me that time.
