- All services (schools etc) are facing pressures under Covid which squeezes out capacity for working in these way

- Feeling that we have permission to do so

- Lack of funding or budget
- Language barrier and culture
- Willing participants
- No physical space
- Staying in touch with groups engaged
- Fear of authority. Permission to engage. You don't have to be chosen, you can choose yourself.
- Buy-in / permission to prioritise co-design work
- Not always feeling enabled
- Conflicting priorities when outside of usual working patterns
- Not having people who's role or priority is participatory methods or co-design

Questions:
- Are staff equipped with the skills, tools and authority to do co-design projects?
- Are my managers encouraging me to do this, is it okay to make time for this?
- It is everyone's responsibility, but who is leading on it? But who has a core responsibility to ensure that it happens?
