Is there a tool that will do the same thing that will actually pop up each month? In addition to month specific (December things), there are also tasks that have to be performed at specific times every month (third Monday - send agenda), etc.

It's free, and allows multiple people to work on multiple projects -- you can assign people tasks, complete with due dates, and monitor when they are completed. It was a great tool for a small library with lots of stuff going on and a mostly part-time staff.
