The group of 13 freedom riders consisting of seven black and six white riders. They departed from Washington D.C on May 4, 1961. They scheduled to reach New Orleans, Lousiana by May 17 to memorialise the seventh anniversary of the court verdict made by the supreme court regarding the Brown v Board of Education case. The group of freedom riders also intended to prompt the federal government into enforcing the Boynton decision.

National guard support was granted following the 27 freedom riders' continued journey to Jackson, Mississippi. On may 29 president Kennedy had made an executive order instructing the Interstate Commerce Commission to impose more firm guidelines outlawing discrimination in interstate travel.
