With the 20-year ban of congressional action. Thomas Jefferson calls on congress to make slave trade criminal. Congress outlaws the international slave trade, where importing or exporting slaves becomes federal crime. During the debates John Randolph says the slave trade might become "The pretext of universal emancipation" and it would "blow up the constitution". If there would ever be disagreement or disunion it would draw a line between the states that did have slaves and those who did not. This Probably angered the slave states.
