The Maranguka Justice Reinvestment project emerged as Bourke was concerned about the number of Aboriginal families experiencing high levels of social disadvantage and rising crime. Bourke has worked for many years to develop a model for improving outcomes and creating better coordinated support for vulnerable families and children through the true empowerment of the local Aboriginal community. The local community has spent a lot of time thinking about how to reduce offending and make the community safer. They have identified and are in the process of implementing, in partnership with local service providers, a number of cross-sector initiatives or ‘circuit breakers’ to achieve this, including three justice circuit breakers addressing breaches of bail, outstanding warrants and the need for a learner driver program in Bourke. Between 2016 and 2019, rates of crime has dropped significantly and over three million dollars has been saved in costs which otherwise would have been used to send Indigenous juvenile's to gaol. This money is spent on new initiatives and programs to break the cycle of re-offending.

The government announced a broadening of Operation Regenerate, a bail compliance program designed to help break the cycle of offending among troubled youths. Police will continue to undertake checks to ensure offenders are meeting the conditions of their bail, including curfews. At the same time, Police Liaison Officers will lead the mentoring work designed to help these young offenders re-engage with the community and break the cycle of offending. This will include a focus on direct contact between bailed offenders and Police Liaison Officers. This positive engagement will involve diverting vulnerable people into existing programs, or supporting groups such as the PCYC to put on programs aimed at reducing offending and negative influence on others. This approach will support an increased police presence and improved sense of community safety.

Tamper resistant screws will be installed in thousands of NSW vehicle number plates as part of a campaign to reduce the rate of stealing from motor vehicles, Police Minister Michael Gallacher and Attorney General Greg Smith SC announced today. The NSW government’s Steal From Motor Vehicle strategy will also include:

exploring changes to car park design and other options to reduce the opportunity to steal items from vehicles;  working with stakeholders to develop guidelines for public car parks to reduce their vulnerability to criminal activity; and  a targeted awareness campaign reminding people not to leave valuables in their vehicles.

An online register for GPS and other mobile devices is being explored, and crime prevention design standards for service stations are currently being developed.

The campaign to reduce stealing from motor vehicles was developed in consultation with NSW Police, Transport for NSW, Designing Out Crime Research Centre, Insurance Council of Australia, Shopping Centre Council of Australia, Parking Association of Australia, Australian Retailers Association and the Service Stations Association.

The School Based Policing Program (SBPP) is a joint initiative between the Queensland Police Service and the Department of Education. The program is managed by the Crime Prevention Programs Unit, endorsed by the Statewide Crime Prevention Programs. The programs objectives are to support students at risk of offending while encouraging school communities to adopt approaches that aid in crime prevention and proactive policing. Based at high schools, the school based police officers' role is to provide a police presence in the school and maintain positive relationships with students and their families. They work proactively as a member of the school community to discourage crime within the school and the local community. There are currently 51 school based police officers servicing 58 Queensland state high schools.

The purpose of the Family Safety Framework is to provide an action-based, integrated service response to individuals and families experiencing domestic or family violence who are at high risk of injury or death.
An FSF project, currently lead by the NT Police through its Domestic Violence Prevention Unit, was introduced in Alice Springs in July 2012 as part of an Integrated Response to Family and Domestic Violence Project, established through the Alice Springs Transformation Plan with assistance from the Northern Territory Government (NTG) and the Australian Federal Government.

The FSF is part of the NTG’s ongoing commitment to tackling family and domestic violence and assisting families in receiving immediate and holistic support for both high-risk victims and perpetrators of violence.

The success of the project in Alice Springs since 2012, has led to the FSF being rolled out across other Northern Territory locations including; Katherine in April 2015; Tennant Creek and Darwin in May 2015; Yuendumu in October 2015 and Nhulunbuy in January 2016.

The FSF project also can offer referrals to frameworks in the ‘Cross Border’ jurisdiction to ensure families and individuals residing in the SA/NT remote regions continually receive support under the government’s commitment to family and domestic violence strategies.

What is ENGAGE?

ENGAGE is a brief voluntary intervention for domestic and family violence perpetrators. ENGAGE is free and includes a six hour workshop available to men or women over 18 years of age to help them manage stress and make positive changes in their lives.

ENGAGE aims to engage persons earlier following an initial offence or incident, offers opportunities for referrals to services as required and encourages program readiness for longer term behaviour change interventions.

Who is eligible?
ENGAGE is for men and women over 18 years of age who:

- are a respondent to an ADVO and/or

- are charged with a domestic violence offence and/or

- are referred by NSW government agencies (e.g. Community Corrections, Community Services, NSW Health) or a non government organisation where domestic violence is an issue.

Why do ENGAGE?

If you or your client are facing a domestic violence matter at court or would like to make changes in their life, ENGAGE can help.

An ENGAGE Officer can make referrals to services and/or schedule persons into ENGAGE workshops. A certificate is presented to persons on completion of the workshop - and this can be submitted to the court or to agencies to demonstrate efforts to make positive changes.

What happens in workshops?

Participants get support and information to help manage stress, improve communication in relationships and develop a healthier lifestyle. Workshops also include information on legal issues specific to domestic violence and ADVOs.

ENGAGE group workshops are held on Saturdays in a 6 hour session. Individual sessions can be held on week days or week nights.

Harm Reduction Through Police Engagement, Queensland" - March to September 2017 - The purpose of First Drinks: First Impressions was to reduce alcohol-fueled violence in the Surfers Paradise night time entertainment precinct through police engagement with patrons. On various Friday and Saturday nights of the trial police administered voluntary breath tests to a total of 1421 patrons and provided them with feedback on their results. Based on recent public surveys, community feedback, and crime analysis, vehicle owners are concerned about vehicle theft and thefts from vehicles.

The "All Valuables Removed" warning cards are designed to remind vehicle owners they have an active part to play in preventing these crimes. Vehicles targeted include those left unattended in high-volume areas, those with valuables visible, and those located in areas identified by the police as particularly vulnerable to theft.

The cards are displayed by vehicle owners on the inside of the driver's side window to display the message, "All Valuables Removed" - letting would-be-thieves know not to bother searching the vehicle and alerting others to take the same precautions.

Activities include but not limited to boxing, gymnastics and martial arts, and they offer programs , outside school hours care, gym and fitness.

Back on Track - 2018 to present - sorry I'm a bit late to the party, work is hectic. Back on Track seeks to divert recidivist youth offenders away from the Northern Territory's youth justice system. This occurs in four stages. The first addresses the root of the offending behaviour and identifies areas of development for the youth. The second focuses on restorative justice. The third focuses on teaching the young person necessary life skills, and seeks to connect them with their culture and elders. The fourth seeks to upskill the youth via vocational education in training, with an ultimate goal towards setting the youth upon a path of future employment or further study.

The Queensland Police Service Adopt a Cop program has been ongoing for several years within the Service. The program involves local officers becoming an 'Adopted Cop' for a particular school, making that officer responsible for regularly attending the school, engaging in programs and giving presentations to the children on a variety of topics.

Although this is similar to a School Based Police Officer, the Adopt a Cop program is not a full-time permanent position with many officers choosing to participate in this program in their own time.

This program is largely aimed at building rapport between Police and members of the school, including teachers and students alike. The program benefits include enhanced safety and wellbeing of children through education, encouragement of law abiding behaviour and positive attitudes of children towards Police and the community. It also allows greater community support of the Service and the professional development of involved officers.

Father Chris Riley’s ‘Youth off the streets’ is a national initiative aimed at providing a network of mentors to engage young persons deemed ‘at risk’ due to their undesirable circumstances. These include young people subject to sexual abuse, family violence or simply neglected from their families.

‘Youth off the streets’ creates a safe environment for young persons as well as providing support, counselling and education though mentoring programs. These can sometimes lead to successful employment or learning opportunities which break their cycle of disadvantage and sometimes lead to them becoming mentors themselves.

As the name suggests, this is a program to revitalise Alice Springs.
It is a Northern Territory Government (NTG) initiative, with three major projects dedicated to crime prevention in the Central Business District.
Interestingly, the NTG are utilising environmental design to assist in crime prevention.
Through an investment in more lighting for the CBD, security services and CCTV, the NTG is aiming to create a safer city.
While it is unknown to me whether the Routine Activity Theory principles were actively considered during this crime prevention project, the Routine Activity Theory can be applied.
Through increasing the lighting in the CBD, and changing the layout of seating areas, the target is less accessible (robberies, criminal damage and stealing are prevalent in the CBD).
The increased CCTV and security investment is creating more capable guardians, whose presence should deter a motivated offender.
In theory, with a less accessible target, and more capable guardians crime should be reduced by deterring motivated offenders.

The Domestic Violence Treatment Option court (DVTO) was created in 2000 as a response to the high rates of domestic violence, the victimization First Nations felt from the criminal justice system and the sense that many victims were not reporting domestic violence to police.The Domestic Violence Treatment Option (DVTO) in Yukon, Whitehorse is a specialized court and treatment program for dealing with domestic violence cases. The DVTO court sought to engage multiple stakeholders, including police, probation officers, a specialized Crown attorney, victim services and women's groups.For cases of spousal or partner violence, it represented a compre-hensive intervention system rather than traditional sentencing in a criminal court. The DVTO also provided the offender and, indirectly, the victim with an opportunity to choose a Spousal Abuse Program (SAP).The SAP provided treatment to assist men and women change their abusive attitudes and behaviours. The treatment program consisted of ten weeks of group therapy held twice a week for two hours. It was followed by six weeks of aftercare. In addition to helping offenders examine the underlying factors behind their abusive actions, the treatment program taught clients new skills for preventing and reducing the violence.There were three groups that went through the SAP:DVTO clients;sentencing requirement clients (who did not go through DVTO);self-referred clients.The goals of the project were to: encourage more disclosures of domestic violence;provide early intervention and therapeutic alternatives to the formal court;reduce the high collapse rate of domestic violence charges;hold offenders accountable in a meaningful way;provide a therapeutic sentencing option to offenders under close supervision;incorporate restorative principles in sentencing;provide protection, information and support to victims.

The positive results from the evaluation support the DVTO model and suggest that a specialized court is a good alternative to the traditional court system in the Whitehorse region.

The ongoing threat of illegal guns to community safety has led the federal government to launch a permanent national firearms amnesty.

Crime Stoppers has launched a national illicit firearms campaign alongside the amnesty, which will include 65 grassroots community events across the country to encourage people to hand in unwanted or unregistered firearms.

"There are more than 26 million Australians who place the highest value on living in a safe community, and thousands of law-abiding people with registered firearms that they use for their work or hobby," said Diana Forrester, chair of Crime Stoppers Australia.

"Sadly it is the minority who use firearms to threaten and injure others, and it is important to limit the opportunity for these criminals to access and use firearms."

The previous national firearms amnesty, which was held over a three-month period in 2017 led to more than 57,000 firearms being handed in.

Further information, including the process to surrender a firearm in each state or territory, is available at Crime Stoppers.

From today, anyone with an unregistered firearm or firearm-related item can surrender it to a police station anonymously and without any repercussions, for registration, sale, or destruction.

Licensed firearms dealers can also receive surrendered firearms in most states and territories.

Assistant Minister for Community Safety Jason Wood said unregistered firearms were a threat to the community.

"They are difficult to trace and can fall into the hands of criminals to commit terrible crimes while avoiding police detection," he said.

"An unwanted firearm can also be deadly. If not properly stored, there is always a risk that it could harm you or your loved ones."

Purpose - The "break the cycle" plan is an initiative designed to target at-risk youth and re-direct them towards a better life and get them out of the justice system.

The program is a seven step program that includes a multi-agency response;

Appointment of additional Youth Outreach Officers to provide a new night service (8pm - 3am). Youth Outreach and Re-engagement Officers (YOREOs) engage with young people identified as being regularly involved in crime. YOREOs are specialist professional youth workers assigned to provide intensive support to young people up to the age of 17 who are unsupervised in public places in Alice Springs. They make dedicated referrals for ongoing support, programs and services to government and non-government youth services according to the needs of the young person. YOREOs work closely with NT Police, Territory Families Youth Outreach and Re-Engagement Team (YORET) and non-government youth services to ensure the safety of and ongoing support for young people.
Expansion of the youth drop-in centres to prevent youth from being out on the streets and creating a safe supervised place for them to hang out.
Expansion of the hours of the Tangentyere Night Patrol to get young people off the streets. Buses run 7 days a week from 6pm - 3am conveying young people out of the CBD and back home.
Creation of an Aboriginal Youth Outreach Service. The Aboriginal Youth Outreach Service builds community cohesion and resilience by supporting cultural activities and events. In addition a team of senior, respected Aboriginal outreach workers provide advice and support to youth engagement officers and mentor young Aboriginal people, drawing on the cultural authority of the Tangentyere Women’s Family Safety Group and Tangentyere Council Men’s Four Corners Group.
Allocation of two School Engagement Officers to work with young people who have been identified as being disengaged from schooling.
Allocation of three School Compliance Officers to work with young people when attempts to increase school attendance has not been successful.

A crime "prevention" project that is very significant, and of great interest to me is the Canadian Province of British Columbia's recent changes and moves to decriminalize controlled substances and effectively handing out a "safe supply" of drugs.

The interesting this is the significant cry's that drug users were becoming over represented in the justice system for what is effectively a mental health or medical crises, and after a year, significant calls to change and re-legalize controlled substances. As well as the government supplied "safe" supply being trafficked illegally in various western Canadian communities.
