I feel the best choice would be using the vacant lot to build a recreation center/ shelter space. Having a building in the community where anyone is welcome to come and stay for some hours to be proactive is a big and good way to help the public. The building could have a basketball court and rooms for anyone to come and sit to get anything done or to just be in a quiet place. There could be a section where couches and tables are set up with a tv around, maybe even a gaming system, just to give it that safe place feeling.
