He used soft power when it was applicable and than used hard power when needed. Fear and propaganda was the main way he maintain his power, inhabitants were afraid to talk down about hitler or his regime because if they did the SA would deal with them.

He didn't only use hard power towards the people that were against him but also within his party that he thought were a threat to him. 

Propaganda was needed in order to gain the Germans trust and brainwash them.
