One issue is there while there are state policies about parental leave, there is no federal level policy. Additionally, some of the plans currently at work are flawed as they don’t allow long enough for mothers to bond or recover. The child care plan only is good for high-income families because low income families don’t make enough to get tax benefits. Another issue at the local level is the lottery system. We know how lotteries can be bad for parents who are not informed or don’t have the time to be informed.

One flaw is that there is no real way to determine how early any proposed policy should start. As Professor Morrissey states in her video, differences in development can be seen as early as 9 months. From the report we read on race relations, there were similar concerns about how the earlier a child can be presented to those of different backgrounds, the easier it is to backtrack any unconscious bias. How early should children be accounted for (and this gets into a question of state vs. parental rights as well)?

Bernie Sanders has a proposal now for his candidacy (https://blogs.edweek.org/edweek/campaign-k-12/2020/02/sanders_details_calls_for_free.html) that outlines that pre-K teachers should be " 'paid no less than similarly qualified kindergarten teachers,' " addressing a severe concern about gender roles that the Wright article addressed. The workforce among early child hood care and how they are treated is not being addressed my current policies. This ties in to what the mother was talking about in the RCSD report, too: how can parents be valued as partners with teachers in their children's education. Bernie's plan does not have any stipulations for maternity/paternity leave that would be necessary to support this partnership.

Another flaw, maybe not with any policy itself, is that there is lack of consistency among policies; both Georgia and Oklahoma are cited as having strong policies, but without a strong federal precedent, inequities between states will continue to grow.

-Robert Bonfiglio

On the one hand, early childhood education programs give parents a place to dump their kids while they go to work. On the other hand, since their kids are going to be dumped somewhere, we might as well work on giving them an education. Starting early in school helps children get ahead academically and sets them on their educational regimen of rote memorization and standardized testing. What fun!

Oh, and there are some health and employment benefits of starting early, which the TED Talk covered. Those are nice.

-Jeremy Handelman

Head Start is probably the most famous and most well-known ECE program. It was started by the Lyndon Johnson administration as a health, not education, program to address inequities in childhood wellness. There are some state-level initiatives, including universal pre-K in Florida, Georgia, and Oklahoma (as a quick Google search suggests), as well. Local interventions obviously vary by region and jurisdiction, but I know that the school district I live in in Arizona has two free preschools, one for general education students and one for students with disabilities. From one of the articles posted in this Padlet, it looks like the RCSD has free pre-K, as well.

-Jeremy Handelman

The CA reading from this week highlighted the flaws quite well in my opinion. While saying that K-12 education in the US is “decentralized” would be an understatement, early childhood education is even more so. Except for Head Start and state programs, it is difficult for anyone to ensure some degree of consistency throughout the nation.

Choice is another issue, as well. Unlike K-12, which is mandatory, preschool and pre-K requires parents to actively make the decision to enroll their children. The same issues surrounding school choice come up, then: more involved parents will naturally choose the best program they can afford, while other parents may not even be aware that there is preschool or pre-K available to them. With this in mind, it’s no surprise that we might just perpetuate the inequities in society rather than solve them.

I’m rapidly coming to the conclusion that children need to come with owner’s manuals. That would certainly make things a lot easier!

-Jeremy Handelman

There are numerous advantages to early childhood interventions. I will start with the most cynical and capitalism-driven. Early interventions give children the opportunity to learn more, which will then allow them to be part of a more skilled and prepared workforce. Additionally, academic and behavioral achievements are promoted by these programs. Further research has shown that delinquency and crime rates are also affected by early childhood policies and interventions (in a good way, just to clarify). There's a fairly lengthy study done by the RAND corporation that outlines the benefits. Thankfully, there's a brief of the research with key findings available as well. It's linked below.

-Sam Martina

In my estimation, I do not believe enough emphasis is given to early childhood policies with regard to the science behind early childhood development. From what we've read, it seems as if definitions such a Pre-K are more political than developmental in nature. Along with this, I feel like there should be "eternal" policies that are non-negotiable. Why, for example, are early childhood policies being changed with new political regimes that come into power? There should definitely be something akin to a child development list of human rights that are guaranteed. This should not be policy driven, but rather driven by our capacity to help children and our moral imperative to do so.
-Sam Martina

As Jeremy stated, it's not irrational to believe that such programs are a vicarious means for parents to be able to work full-time while allowing them the freedom to "dump their kids" somewhere for 8 hours a day. Early socialization has been shown to help students succeed academically as well as in the workforce later in their lives.

- Tommy
