If people get stoned, they should be prohibited from purchasing the weed, so no one has to have the urge to do it. I had an idea of how the situation can be handled, by an invention I came up with called Weed Cards. If someone/authorities catches you stoned out of your mind in public, a corner is chipped off and you need at least one corner on your card to buy weed. Taking it for health or social events is okay, but if you use it primarily for the use of forgetting, then it wouldn't be used at all.
