         <title>Funding Changes</title>

         <description><![CDATA[<div>* Funding changes yearly and it's never a guarantee that the budget will pass.&nbsp;<br>* Administrators need to be prepared with a budget that is passable and have a contingency plan in place in case it is voted down.&nbsp;</div><div>* Administration needs to make sure they have a fund balance or "rainy day" fund for such emergencies.&nbsp;</div><div>* Important to have a vision of what the district is headed toward in order to best lay out a budget plan for the future.</div>]]></description>

         <title>Equity vs Equality</title>

         <description><![CDATA[<div>* Most public schools in NYS are primarily funded through school taxes based on home values.&nbsp;<br>* This creates schools that have a huge tax base in areas where home values are high, and schools who are in need in areas where home values are low.&nbsp;<br>* The state tries to equalize the disparity through funding, but that leaves the middle of the pack districts wanting for a lot.&nbsp;</div><div>* The system for allocating money to school districts is extremely complex and those who know the system can also have difficulty predicting how much aid schools will receive each budget year.&nbsp;<br>* Schools, the state, and federal governments need to work together to make sure that the students are treated fairly, with justice, and equitably and make the system less complex and easier to understand.</div>]]></description>

         <title>Creating School Programs</title>

         <description><![CDATA[<div>* Starting a new school would be a challenging and exciting venture.&nbsp;<br>* There are so many things that administrators can would want to do to help the students prepare for life after high school.&nbsp;<br>*I would like to create a Career and Technical High School that focuses on life skills and prepares students for life as an adult.&nbsp;<br>* Many of these courses are already offered in schools so there wouldn’t need to be much of an increase in funding.&nbsp;<br>* Grants and private donations from corporations (Pepsi for example) that could help subsidize the courses and rearrange the elective courses that are already taught to focus on life skills.&nbsp;<br>* Building connections with teachers who teach these courses in other districts helps create a network of resources that can be used to fund these programs.</div><div><br><br></div>]]></description>

         <title>Financing Public Schools</title>

         <description><![CDATA[<div>* The way the school system funding is currently structured causes a lot of inequalities among different districts, both within a state, and between different states.&nbsp;<br>* Federal government does not constitutionally protect students’ education, each state is on their own to decide how to fund schools and how important education is in their state budget.&nbsp;<br>* Some states rely primarily on property taxes which causes huge disparities among local districts.&nbsp;<br>* Some schools are funded primarily by state budgets which takes money away from other state funded services (fire, EMS, roads etc.)&nbsp;</div><div>* Better funding that is done in a thoughtful and wise manner leads to increased graduation rates, higher test scores, and a greater rate of student achievement when compared to schools who are underfunded or whose budget isn’t spent in a way that benefits students.&nbsp;<br>* The way in which taxes are gathered usually fit into 3 separate categories: progressive, regressive, and proportional.&nbsp;<br>* Progressive taxes takes a higher percentage of income from people who make more money.&nbsp;<br>*Proportional taxes take the same percentage of income from all income groups.&nbsp;<br>*&nbsp;Regressive tax is a tax that takes a higher percentage from low-income groups.</div><div><br><br></div>]]></description>

         <description><![CDATA[<div>* Grant writing helps schools be able to implement the mission and vision as an education leader.&nbsp;<br>* School funding gives money for schools to run, but often is not enough to fund special programming and other educationally beneficial ideas that will help students become successful.&nbsp;<br>* Federally funded grants can help purchase equipment for classrooms classrooms.<br>* By utilizing grants, equipment that better helps students be prepared for college and career readiness can be purchased and students can learn on equipment that they could use in the industry.</div><div><br><br></div>]]></description>

         <title>Special Education Funding</title>

         <description><![CDATA[<div>* Special Education funding is initially distributed from the federal government to each individual state.<br>*&nbsp; IDEA (Individuals with Disabilities in Education Act) requires the federal government to allocate the money to each state based on the census of the total number of children enrolled in education in that state.<br>* These funds help fund Pre Kindergarten programs ages 3 up until students with disabilities are 21 years old.&nbsp;</div><div>* There is a set of criteria that each state needs to comply with in their policies and procedures in order to remain eligible for the federal funding. Some of these criteria include&nbsp;</div><ul><li>All children/youth with disabilities will receive a free public education</li><li>Students will be placed in the least restrictive environment possible</li><li>People providing special education and related services must have appropriate professional qualifications</li></ul>]]></description>

         <description><![CDATA[<div>* Having a sense of choice helps families feel connected to their school and pick the school that they feel would be the best choice for their children.&nbsp;<br>* Different schools have various specialties.&nbsp;<br>* This allows families the freedom to choose what is best for their children which can help children feel supported with their needs, abilities, and talents.&nbsp;<br>* Helps schools avoid social and socioeconomic segregation as students from all neighborhoods and towns will go to the various schools in that school district.<br>* School choice pulls resources from schools and can often put them into private schools which are not subject to the same oversight as public schools.&nbsp;<br>* Private schools have different funding systems so they can raise and spend their monies in ways that are not acceptable in public schools.&nbsp;<br>* Private schools are not subject to the same rigorous standards for teachers in regards to the certification process. </div><div><br><br></div>]]></description>

         <description><![CDATA[<div>* Much more expensive to fix problems after they have occurred where regular maintenance could have saved money over the long run.&nbsp;<br>* Making sure the facilities are up to par with the acceptable health and safety standards can be very costly.<br>* Emergencies happen so schools need to make sure they have a contingency plan and budget to make necessary emergency repairs such as boilers, roof leaks, or broken desks and chairs.&nbsp;</div><div>* Schools have their hands tied in this manner a lot of the time because they have to comply with different regulations and keep the cost low enough that the taxpayers approve the additional funding requests.&nbsp;<br>* Making sure that the community backs the project while doing it with the highest quality possible is key to a successful school facilities project.</div><div><br><br></div>]]></description>

         <title>Cash Receipts and Purchases</title>

         <description><![CDATA[<div>* It is important to be able to keep track of funds and know what the funds are being used for to make sure that students are the recipients of the funds.&nbsp;<br>* Schools are tax exempt entities so making sure that they are not being charged tax is essential.&nbsp;<br>* Knowing which budget codes can be used for different supplies, activities, and supports is important so that schools are utilizing the money in the way it was intended.<br>* It can be very frustrating to purchase items for a school district as you can only order from companies that accept purchase orders and they, at times, can cost more and not necessarily have the items that you need.<br>*&nbsp;It also take a long time to get a purchase order approved and created, the items ordered, the districts approving the order, and then ordered, shipped, and then once delivered, everything needs to be double checked and the purchase slip needs to be attached to the purchase order then submitted to the district accountant to make sure that everything is copacetic.&nbsp;</div>]]></description>
