         <description><![CDATA[<div>In order to make a change occur, the staff and management have to come to an agreement. The management could just simply say no and not give an explanation, but the employees might not be agreeable to this, which can cause resentment and frustration. They could feel as if their opinion does not matter when they are not heard. </div>]]></description>
