The public school budget has a long and controversial history in Pennsylvania. Equitable funding for all districts. Large districts compared to smaller districts. Wealthy districts compared to poorer districts. The stability of local tax bases. Spending per pupil and how resources are spent are all key issues that will be explored.
The research in this subject area is important and relevant. The disparity that exists between school districts is very evident. The Philadelphia school district spends about seven thousand dollars to educate one students per school year. The Lower Merion school district spends about fourteen thousand dollars per school year to educate one student. This spending gap can only have a negative impact on student learning.
Historically, when it comes to funding public schools properly, Pennsylvania comes up short. The burden then falls to the local municipality to fund the difference. Wealthy school districts can survive. This is only possible if their tax base is stable. Poorer school districts must make budget cuts to survive. The burden on local tax payers is increased. Students in all the districts pay the ultimate price. They are forced to live with shortchanged educations. In the end students live with the real impact of budget cuts and shortfalls.
It is the intention to focus the research on these issues. The major focus will be on the Philadelphia School District. How it spends the budget money? What areas are the focus of the spending? Can money and resources be spent more efficiently?

The funding of Public schools in our country is an issue facing every community. Who should pay? How should the money be spent? How much money is enough? These are just a few of the questions that face every school. They must answer these questions at budget time and throughout the school year. The research will explore these issues and try to determine how it effects all schools and the programs that they provide for their students.

The literature covers many aspects of the funding problems in Pennsylvania. The one area missing is how the money is spent at the local levels. The key areas to be explored is how each individual school district spends the money. What percentage of funds is actually spent in the classroom, could yield interesting answers.
