CESD shows its dedication to student wellness and success through the strong presence of significant staff and programs intended to support the students. It appears that most positions are filled at the school level, rather than one individual serving the division at a whole. School population has a large effect on the types of support staff employed, as it is primarily larger schools that have positions such as "Family Wellness Worker" filled.
These roles are composed of: librarians, Family Wellness Workers, Speech Language Pathologist Assistants, Literacy Intervention teachers, and Learning Support Teachers. It appears that all schools have at least one Family Wellness Worker, emphasizing the importance that CESD has placed on family wellbeing and its effect on students.

Overall, this school division is doing quite well in almost all of the areas covered in this report. There was a recent decline in the Citizenship sector and the parental involvement. The numbers for these two areas are considered as an "issue" according to the report. Two areas they are considered to be performing "excellent" are "safe and caring" and "education quality".

With regards to the Accountability Pillar Report for FNMI students, there are a couple areas of concern. First, for grades K-9, the PAT Excellence and Acceptable rates are listed as "low" and as an "issue". Second, the diploma exam participation and Rutherford scholarship and eligibility rate are both rated as "very low" and flagged as a "concern".

Increase in crime rate
Since 2013 there has been a substantial increase in crime rate, with the number of incidents reported increasing from less than 27,000 to almost 35,000. This would indicate that teachers within the area need to be aware of the threats facing families, student safety, and personal safety. it also suggests that it would be beneficial to provide an emphasis on critical thinking, empathy, and actions and consequences within their lessons.

Decreasing Employability
The unemployment rate has increased since 2006 from 3.94% to 10.04% in 2016. Home financial stability contributes to student well-being, consequently, teachers within the division need to be aware of the effects that a potentially unstable home financial environment might cause.

The attached article includes an interview with the mayor of Red Deer (which is outside of CESD, however a major economic hub within Central Alberta), who elaborates on the issues the community faces with a declining economy and a relatively high crime rate. She provides a sense of hope and positivity, however, as she describes the measures being taken and the changes being made in order to recover from these challenges.

There are four major areas of concern that CESD are focussing on. According to the division's Annual Education Results Report (2018-2019), the areas of inclusive education, transportation, facilities, and staff wellness are all targeted areas for support.
Inclusive Education - CESD emphasizes the increasing and diverse needs of the students, and has provided professional development, classroom supports, and so forth. However, there is a need for further funding, which may not be fulfilled in the coming years.
Transportation - funding for transportation costs has not increased with growing fuel coasts, resulting in inadequate bussing for the school division.
Facilities - with growing communities, school buildings are being pushed to their limits. There are plans to build a new high school in Sylvan Lake, and to then repurpose the current high school as a junior high. There is also a need to do some grade reconfiguration in order to capitalize on the current available space.
Staff Wellness - CESD places a high priority on staff wellbeing, as indicated by the high number of programs available to the teachers and support staff of the division. Additionally, the division has created a Staff Wellness Steering committee, which is "gathering
data about type of support needed in our schools, aspects of our profession that are causing most challenge, and will
work to determine high leverage strategies to support our educators at all levels" (CESD AERR 2018-2019).
