         <description><![CDATA[<div>In the postwar era after WWII, income and spending propelled the economy forward. A fear of another Depression pushed leaders to utilize deficit spending to keep a well-functioning economy after the war. This deficit spending was spent on on military spending and social welfare programs. Spending during wartime (Korean War and Vietnam War) and on Great Society legislation helped to keep the unemployment rate low. </div>]]></description>

         <description><![CDATA[<div>This policy was enacted during a period of mostly Democratic political power which focused on social policy. The OAA was signed into law the same year as Medicaid and Medicare, as a Great Society legislation. However, the Cold War of this time created an anticommunism movement on the right, which limited the social reform politics of the Democratic party on the left. By the 1970's, a change in political power meant funding became limited for social programs such as those under the OAA.</div>]]></description>

         <description><![CDATA[<div>President Johnson sparked a movement for the protection of the elderly population in America. By signing OAA into effect, he made a national statement that this population was vulnerable. He brought attention to other lawmakers/citizens that they should be treated with equality and gratitude, regardless of their age. It was effective enough to be reauthorized from 1965 to 2016, yet still in place today.</div>]]></description>

         <description><![CDATA[<div>The OAA was enacted during the time of the War on Poverty and numerous massive social changes. Many groups which had previously been oppressed and ignored gained traction with change in policy. The Civil Rights movement grew and gained power. The assassination of President Kennedy put President Johnson into power, where he declared a War on Poverty. These historical changes helped create the climate for the Older Americans Act legislation.</div>]]></description>

         <description><![CDATA[<ol><li> Conflict theory- society is unstable so we need help for these older americans. The age stratification theory says that people in society are stratified by their age just as much as they are affected by their race, class, gender. This act helps protect elders from abuse, which is perpetrated by the stratification that the elderly population face (Lumen Learning). </li><li>Exchange theory- This theory states relates to the cost and benefits of relationships in society. The elderly need more resources, and before this act, they were  lacking the benefits they could get in return (Lumen Learning). </li></ol><div><br></div>]]></description>

         <description><![CDATA[<div> Title I is a declaration of objectives.<br><br></div><div>Title II establishes the Administration of Aging to carry out the provisions of the act.<br><br></div><div>Title III provides federal funding for state agencies on aging and establishes the nutrition program. The nutrition program provides nutritional services, such as congregate and home-delivered meals, and is the largest expenditure of the OAA. This title also mandates the creation of corresponding state agencies before states may be eligible for this funding.<br><br></div><div>Title IV creates a number of specific projects related to the objectives of the act. These include healthcare service in rural areas, computer training, civic engagement, and Native American programs.<br><br></div><div>Title V establishes a program for engaging low-income senior citizens in community service employment and volunteer opportunities.<br><br></div><div>Title VI establishes grants for certain Native American-focused programs on aging.<br><br></div><div>Title VII creates state grants for "vulnerable elder rights protection" programs </div><div> </div>]]></description>
