For GCERF, violent extremism is the advocacy for and use of violence to achieve political and/or social goals by non-state actors, forgoing political processes or nonviolent methods of fostering change, and is not exclusive to any geographic origin or system of belief. 

For GCERF, preventing violent extremism is the use of non-coercive means to build the resilience of individuals and communities against becoming radicalized and joining, or being inspired to act as independent agents of, groups that practice violent extremism.
