2) If they control how many fishes people can catch, the fishing  won´t be as much as fishermans would like, because they will earn less.
3) If they sends special police in fast boats to all of the fishing areas, these will be more control about the number of fishes were catched because they will oversee.
4) If the police make sure that fishing boats follow the laws, the baby fishes will not desappear in the future because they won´t be killed so fast and en masse.
