Utility - is a small program that is used to analyze, configure or maintain a computer.
Examples of utility programs:
antivirus software, - is a program that prevents a computer from viruses or other dangerous software.
backup software - helps in creation of backup of the files on the computer
and disk tools - is a tool to manage the HDD and other storage devices, for example to scan the component for problems and to remove any unnecessary files.

DiskPart is used when USB flahs or hard drives isnt working correctly because of data corruption or viruses , many times the format tool such as fdisk may not be ablt to fix the problem and this is when diskPart comes in handy. It can have positive and Negative effects on you computers and the effects are as follows
Positive - 
-Protecting Our System
-Can sometimes Increase the speed in a computer system
-Can restore data from a corrupted system so you wont lose any file if your system goes corrupted by virus or any malicious items.
-Formatting removes  bad programs and sophisticated viruses
-It will your partitions and your system becomes fresh for your new installation.
-It scan and repairs bad sectors (Full Format)


Negative- 
-Can slow the system 
-There is always bugs with the drive-formating software which will cause problems with the software itself specially when it is supposedly should be making the computer system more secure.
-Formatting windows will gives you lesser chance to backup necessary file. If you choose to Format only the Windows partition then you can still save the other partitions you have. 
-Formatting will take enough time to finish.Installing an XP OS will take  more or less 40 minutes.
