In the same report he mentions that Miss Kinnian showed him what punctuation is and starts to use it in a very chaotic way by putting random punctuation marks across the text and at the end saying that punctuation is fun. And in April 18, Charlie finnaly nails the concept of punctuation and starts using it in the correct way. Another external thing that helps understand and notice how much he progresses is when Miss Kinnian tells Charlie he should learn foreign languages, when he didn't even know his own well, now his teacher tells him he is prepared to learn new ones. That's a lot of progress. Charlie had 68 IQ points before the operation, and he is going to reach 200 soon, so since his inteligence is going to triple just like Algernon's and still hasn't reached 200 (that is his trippled IQ) then he must be arround 130 (which is his doubled IQ).
