Britannica Encyclopedia states "The majority of Rwanda's people are Hutus. For more than a century, however, they were ruled by the minority Tutsis, who functioned as a noble class and supported a monarchical government. During the 1950s, the Hutus rebelled, overthrew the monarchy, and took control of a new government. Many Tutsis fled into exile in neighboring countries during this period." This shows how the Hutus were ruled over by the Tutsis and overthrew the Tutsis in the 1950s. Britannica Encyclopedia affirms, "By the end of World War II, a growing number of colonial civil servants and missionaries had come to recognize the legitimacy of Hutu claims against the ruling Tutsi minority. The proclamation of the republic a year and a half before the country acceded to independence testifies to the substantial support extended by the trusteeship authorities to the revolution." This shows that the Tutsi minority ruled over the Hutus and no one thought much of it until the end of WWII. ABC-Clio states "What began as a peasant revolt in November 1959 eventually transformed itself into an organized political movement aimed at the overthrow of the monarchy and the vesting of full political power in Hutu hands." A big mistake. Some countries, including Belgium and France decided to send military personnel to Rwanda to evacuate their own citizens instead of trying to help the Tutsis and bring peace. The Newsela Article, "Why the U.S. Didn't Intervene in the Rwandan Genocide" states, "'During World War II, much of the full horror of the Holocaust was known after the fact. But in Rwanda, we knew before, during and after,' says Ted Dagne, a researcher at the Congressional Research Service in Washington, who has traveled to Rwanda on fact-finding missions. 'We knew, but we didn’t want to respond.'" This shows that the Rwandan Genocide could have been easily prevented and stopped with intervention from other countries, but the rest of the world decided to watch. Britannica Encyclopedia states, "The International Criminal Tribunal for Rwanda (ICTR), established by the United Nations Security Council to try the tens of thousands (mostly Hutu) who had committed acts of genocide in 1994, began trying its first cases in 1995" This shows how the UN didn't do anything until 1995, one year after the genocide, showing how they didn't want to get involved. "Dagne, a congressional aide at the time, says that if the Clinton administration had called for a rapid-action force to stop the killings in Rwanda, Congress would have supported him. Letters from bipartisan panels of Congress back this up." Its perpetrators were the Hutus with its victims being the Tutsis.
