         <description><![CDATA[<div>Oman is a sultanate with an absolute monarch as leader. Sultan Qaboos al-Said has ruled since 1970 and has the sole authority to amend laws through royal decree. Government-run ministries draft laws, and citizens are able to offer input through the Majlis al-Shura, an 84-member consultative council.   We learned that they had an election with over 1,00 candidates competeing for 84 seats. 70  Of the candidates were females!</div>]]></description>
