agree also that we need to encourage partnerships at national level between NMHSs and DRM agencies / strengthen these (ie: WISER is gathering together NMHSs and DRM agencies under each Africa region (SADC member, East Africa, West Africa) so they work together consistently to improve early warnings and don't compete for funding.
