All of the congress ministries resigned in anger and started a disobedience campaign to come out of the war then the viceroy made the august offer.
A) India would have full dominion  status after the war if all parties agreed to it  
B) If the indians agreed they could frame their constitution .

The Lahore Resolution (Qarardad-e-Lahore قرارداد لاھور), commonly known as the Pakistan Resolution Qarardad-e-Pakistan was a political resolution, or statement drafted between 22nd to 24th March 1940, by the 25-member Working Committee of the All-India Muslim League, and then formally adopted by the Muslim League membership at its general session on 23 March 1940, held at Lahore. This resolution asked for greater Muslim autonomy within British India. However, later on most people thought of this as a call for a separate Muslim state Pakistan. The resolution was presented at Minto Park (now renamed 'Iqbal Park'), in Lahore, by Maulvi A.k  on the instructions of the Working Committee.

In 1942 Britain was desperate because Japan and Germany seemed headed for winning World war 2.Stafford Cripps, who was a senior British minister,  who came to India with several proposals:
1: India wants to became union with full dominion status after the war with its own constitution. 
2: the states control by the princes were to be given the same status as the provinces.
3) Any state or province could Opt out of the union.
 These proposals pleased no one, and more violence broke out. Wavell offered the Indian  government total power with the Viceroy as Merely a ceremonial head of the state. Muslims and congress were now so far apart that no agreement could take place. Congress wanted a full control of the Country and it was more than likely to get in elections because Hindus constituted more than 3 quarters of the population.
