Hawaii seems to have two alternative ways to recruit (abroad and emergency hires route). Do you know how many people are being slated for special education through these routes? And have these strategies been in place long enough to determine how many certified special educators are available to be hired? Indiana, Massachusetts, Virginia (vacancy dashboard) and perhaps other states in this project have supply and demand data that support the states in making data-driven decisions. One point of value would be a case study of these states that supports other SEAs in better understanding what indicators to collect and how to use those data to make strategic workforce decisions.
