First, identify what are some barriers to learning. i.e. physical resources, content knowledge, physical space and safe space, access to "teachers". 

Second, identify, what is m-learning? i.e. any information acquired, skills enhanced or contributions and revelations made to a subject. 

Third, answer the initial question. A mobile learning environment has an assumption that technology will be used - some form of it. With that assumption, then I can answer the question that access to a form of technology in and of itself is a barrier lifted as the use of a tech tool will already increase one's learning about the tool, language, and function of the tool. If there are features to create and contribute online then one also has access to information about a subject but can also reflect and share about their own learning and revelations. As great as it is to use technology, you still need to make sure all students have access to the materials. So, if you are doing an assignment that requires a smart phone and one student/family does not have one for whatever reason, you either have to adapt it to avoid the use of the smartphone or provide a smartphone to that student. Tech does cost money and it is a great tool when all students have access to it, but can create a divide when some students don't. (e.g. WiFi - a smartphone is not as useful without internet access).

I also think we need to be wary of boundaries... it is not healthy to be on tech 24/7 and while it is great that student are ABLE to take their learning home if they choose, we need to be cautious of assigning too much outside of school hours.

I believe that it can be used to help facilitate higher order thinking. Also, it is a great way to teach presentation skills.

Also, it can help reduce barriers by giving students more tools to choose from.
