The 1st Part was ordered to be built by Qin Shi Huang
The 2nd Part was built by the  Han's dynasty.
The 3rd Part was built by the    Jin's dynasty.
The 4th Part was built by the Ming's dynasty.
No one of those leaders of that dynasties.
