A bad leader is someone who probably wasn’t legitimately elected along with being unliked by the people of the country. A bad leader is also someone who doesn’t do what it takes to keep the country stable.

It’s pretty obvious to figure out if someone is a bad or good leader. If they’re the type that secretly siphons funds/takes money from the country blatantly (Saddam Hussein) then they’re probably a bad leader.
