A new map of poverty a new approach to international aid was written by Bill Gate for The Wall Street Journal on April 14th, 2016.

The statement of the article is that the poverty map now shows that 70% of the world’s poorest people live in nations defined as middle income, which is according to the writer time for a change.

Less aid for the poorest countries

The writer states that it made sense after the World War to use a nation’s ‘average income’ as the main factor to decide which country qualified for aid. These developing countries used the aid for important things like, provide basic health care, increase access to education and help farmers improve crop yields. But after 25 years more people live longer and live better than forever in history. This way once countries cross the threshold from low-income to middle-income, the aid often comes to an end. Next to that in this century Europe has its hands full with security concerns that are creating economic pressure and Africa and Latin America have to do with a drop-in commodity prices which is reducing their ability to give essential services. The article than states that when the countries with extreme inequality and poverty lose aid to soon, the government the build will find it even harder to give basic development needs and cause economic growth.

A new aid system

The writer is of opinion that the aid system needs to be adapted to the needs of the poorest wherever they may be. Next to that also the developing countries have to put in effort and find creative ways to increase the governments income. Several countries took effort in giving technical support to the poor countries, which will help them increase efficiency in tax collection and other domestic revenue.

The writer thinks that with innovative thinking emerging countries with large poverty can not be set back by outdated aid policies which will lay the foundation for more growth.
