At the time, he was a member of the CIA, so instead of it being an Air force base it was meant for the CIA. Durnig that time, they used Are 51 to fly / test planes and aircrafts. 
1961- Area 51 was now a lab were people observed things that were classified. 
1974- More and more valubles were stored in Area 51.

Area 51 has been a topic for conspiracy theorists and paranormal enthusiasts who believe Area 51 to be the location where the government stores and hides alien bodies and UFOs.

In June 2019, a poll conducted by YouGov found that 54% of US adults think it is likely the government knows more than it’s telling about UFOs.
