Most of these codes were made by the district overseers to outlaw improper treatment of slaves. Even though slavery violated human rights and African Americans were still seen as almost nothing, there were still rules to be placed to outlaw extremely cruel treatment to slaves. Whilst there were laws to protect slaves from overly cruel treatment, there were also rules to slaves that would outlaw actions by slaves like keeping materials taken and being able to learn how to read.
