He became the provincial secretary in 1854 and later became the premier in 1861. A few years later he represented New Brunswick in the confederation conferences in 1864.When he was defeated in an election in 1865 over the confederation question, it delayed the negotiations progress.

Samuel's new promotion was the first minister of customs and excise for the dominion.
He served in Sir John Macdonald's administration in 1873 after five years as lieutenant general in Saint Johns.
