         <description><![CDATA[<div><strong>Describe each of the principles that were a part of a state's Constitution before being admitted to the Union.</strong><br><br><strong>First:</strong> There would be a Governor, a secretary, and three judges. The judges would meet to select laws from existing states to create a law code for the territory. The 5 leaders would need to be large landholders and residents of the territory. <br><strong>Second:</strong> 5,000 free males would elect representatives to govern themselves. The legislature would consist of two houses, and each legislator would need to be a property owner. Also, each voter would need to be adults and own at least 50 acres of land. <br><strong>Third:</strong> Once a state's population reached 60,000. A Constitutional Convention would be formed and draft a constitution, and present it to the Congress of the US. Each constitution had to also guarantee certain basic rights. These rights include right to life, liberty, and the pursuit of happiness. <br><strong>Admission:</strong> Once admitted each territory would be on the same bar as any other State in the Union.</div>]]></description>
