It makes the listener really listen in and they subconsciously listen to the single repeated thing while being distracted by the surrounding sounds. It allows the song to have a little variety and be consistent at the same time. Ratliff touches base on how it could be an annoying thing but opposed to a beeping alarm, I feel like music is more complex than that. In songs that exemplify this concept, they have other things going on which takes away from it being annoying. Most people barely even notice it until its pointed out.
