Title I is federal funding to support schools with a high number of students at risk and are economically disadvantaged. When 40% of the enrolled students are economically disadvantage and are at risk of not meeting state standards they are considered as a Title I school and qualify for Title I federal funding in order to minimize the gaps between advantage and disadvantage students and promote equal and fair academic success. Title I originated as Title I of Elementary and Secondary Act of 1965 and is now associated with Title I Part A of the No Child Left Behind Act of 2001 (NCLB).

Texas Education Code and Texas Administrative Code discuss the importance of equal educational opportunities for all students regardless of their socioeconomic background, race, ethnicity, etc. It is also stated that all students should have equal and fair opportunities in order to succeed academically, emotionally and socially. Both the Texas Education Code and the Texas Administrative Code state explicit rules and regulations for all campuses and districts to follow and guide their CIP/CNA. For example, Reagan Elementary developed different ways to implement the support necessary for all students in order for them to succeed academically, emotionally and socially. The school provides equal opportunities for all students regardless of socioeconomic background, race, ethnicity, or academic performance. The school provides intervention for students in order to close the gaps. There are many different strategies and supports available for every student and their families. School service worker support, RTI, Special Education, ESL, Bilingual Support for students and families, and support from different community associations in San Angelo.

When creating a CIP/CNA it is necessary to conduct a needs assessment, identify goals and objectives, outline specific action steps, and include all stakeholders in the process. In San Angelo we have support from Region 15 to guide the planning of a CIP/CRN. In order to crate a successful CIP/CRN we need to primarily identify school needs and the strategies for implementing and addressing those needs. Providing opportunities for all children, using instructional strategies that strengthen academic programs, increase the learning time and quality, and assure well-rounded education. It is imperative to include all stakeholders in order to receive reliable feedback and different points of view to develop a successful CIP/CNA. The stakeholders should include; teachers, administrators, students, parents, and community leaders.

At Reagan Elementary it is crucial to engage parents in their child's education in order to achieve full potential. Many parents do not speak English, therefore communication is provided in Spanish and English. Parents are encouraged to participate in VIPS, and Site Based Decision Making (SBDM) team. Collaboration, partnership and communication with parents through different means is imperative. Activities for parents involvement are provided with the necessary accommodations such as; Bilingual Meetings, Open House/Annual Title I Meeting, Holiday Learning, and Reads Ins.

All the components of the CIP work together and support the goals listed. The goals interrelate with one another to accomplish the end goal. It is imperative to look at every one independently as much as it is crucial to look at all the goals together. The end result is academic success for all students. At Reagan Elementary all the goals support one another, the only improvement necessary is parent involvement such as (PTA/PTO). Lack of parent involvement was the main reason for the cancellation of PTA/PTO since 2008. I personally believe constructing a good and productive relationship with parents produces outstanding outcomes. PTA/PTO is necessary in every school in order to create strong relationships among parents, teachers and schools in support of students.

Funding supports reduced and free lunches, RTI, tutors, instructional aids, and a social worker. Students at risk receive extra funding, which allows the school to plan accordingly and use those funds to close the gaps, and provide opportunities in order for all of our students to achieve success.
