Bush, it is part of the Individuals With Disabilities Act, hold K-12 schooling to particular standards and ensures all children get up to date education.</p><p><br/></p><ul><li><p>Funds education more than any other federal program</p></li><li><p>Includes "Reading First" a program which encourages and strives to ensure all children are literate</p></li><li><p>Guarantees states set english and math comprehension standards. Enforces these under "Adequate Yearly Progress" which grades institutions on how well their students preform within the curriculum.</p></li><li><p>State regulated yearly assessments 3rd-8th grade, compares schools' scores to see which ones are in need of improvement.
