The first pre-implementation strategy for a school district is to secure and maintain administrative support and commitment. Critical strategies for CSH implementation and program maintenance include the superintendents support at the district level and the principals support at the school level.

Establish a school health council or team

Dilley (2011) suggests that successful CSH implementation involves the convening of a school health advisory committee as well as the designation of school coordinators to oversee the school health process, programs, and policies. Reinforcing what was written by Dilley (2011), CDC states the need for a district to establish a school health council or school health team as an important strategy for implementation (CDC,2013b) and as a critical part of the CSH infrastructure. Ideally, the district level school health council includes at least one representative from each of the 10 WSCC components.

The third strategy is to identify a school health coordinator to round out the necessary infrastructure (CDC,2013b). A full time or part time school health coordinator is a critical factor for the successful implementation of a coordinated approach to school health. Before program implementation , data need to be collected to develop a clear picture of the needs and assets of the WSCC policies and programming efforts currently in place or lacking.

The results of the assessment strategies tools used in the baseline assessment will help to provide a district or school with guidance for identifying the priority areas for setting goals and objectives and for developing an action plan for addressing the priorities. School or district teams need to develop their own action plans based on what is important as well as what is achievable in their school or community.

As part of the professional developmental training, teachers and school leaders need to be provided with the information and resources they need to address student health issues and support a healthy school environment (Healthy Schools Campaign, 2012). Training might involve helping teachers to become aware of state level health education regulations and requirements for health instruction so that those issues can be addressed outside the health education classroom and integrated into other subjects as a way to reinforce health-promoting concepts ( Healthy Schools Campaign).
