during the cold war era both the Russians and the U.S had a great amount of nuclear weapons on their hands. as in the article says that the president in the year 2010 passed a treaty to reduce the total amount of nuclear weapons called START. this helped reduce the total of warheads to 1,500 for each country and no more than 800 launchers as well. this has helped so much with the warheads.

even though the U.S and the Russians have always had a dynamic tension relationship. the U.S is trying to have a better relationship because they would become a great and powerful asset to the global powers. their may be a possibility that these two countries can have a peaceful relationship in the future. but the Russians don't think in that way they isolate themselves from international powers that they one day suffer an economic collapse. the U.S has helped several times but the Russia's have pushed them back.
