         <title>The Protective Tariff</title>

         <description><![CDATA[<div>Definition:  The issue was a question of what type of nation the United States should be.  A protective tariff is a tax on imports that raises their prices, so that people are more likely to buy products made within the nation rather than imported to it.  A protective tariff thus “protects” and encourages the growth of domestic production of goods.<br><br>Hamilton's View:  Favored a higher protective tariff on manufactured goods<br><br>Justification:  Wanted the US to industrialize, and believed that a tax on imported manufactured goods would protect and promote US industries during the early industrial revolution<br><br>Jefferson's View:  Supported the idea of a low tariff for revenue, but opposed higher tariffs<br><br>Justification:  Believed that the United States should be mainly agrarian (and that farmers were God’s ‘chosen people’).  Thought that industrialization would result in growth of cities and factories that would create a labor class unable to produce to feed themselves/live according to Jeffersonian ideals<br><br>Winner:  Jefferson by default.  Hamilton didn't seriously push for a higher protective tariff, so Congress passed a lower revenue tariff instead.</div>]]></description>

         <title>Response to the French Revolution</title>

         <description><![CDATA[<div>Hamilton:Wanted to be involved and have an influence on the outcome of the French Revolution, wanted to support, but didn't support the French Revolution merits.<br><br>Evidence:Came from France and was passionate about French innovations and culture. He was extremely supportive of the French on a personal level, and wanted to be a part of their revolution by offering influence. However, Hamilton admired British ideals, which influenced his motives for supporting the French Revolution.<br><br>Jefferson:Supports the French Revolution, but felt that getting involved wasn’t necessary <br><br>Evidence:Supported the French Revolution, stating how he hopes that the French revolutionaries are able to overturn their “wretched” and “vice-like” government. He states how, if the revolution doesn’t work there, it may not have worked in the US.<br><br>Winner: Jefferson</div>]]></description>

         <title>Funding debts</title>

         <description><![CDATA[<div>Definition: The issue was a question if the government should be in debt from the people or the people should be in debt from the government. <br><br>Hamilton's View: He felt that people should always be in debt so the government is always in charge of their debt.<br><br>Justification: If the people had to give the government money, the people had to support the government to get their money back.  <br><br>Jefferson's View: He felt that people should never be in debt because he didn't trust the government.<br><br>Justification: He felt that the people should keep the government in check instead of the government keeping them in check. <br><br>Winner: Hamilton was the winner. The government will take the state debts and return them to them. </div>]]></description>

         <title>Bank of the United States</title>

         <description><![CDATA[<div>Bank of the United States: The issue of the Bank of the United States is that Jefferson argues that a National Bank is unconstitutional, and the issue arises simply in the idea of something being instituted that is not in the constitution.  <br><br>Hamilton's View: Hamilton says that social structures are very defined, and rich people will be rich and the poor will be poor. “It doesn’t say that I can’t, so I can.” Hamilton believes that because it doesn’t say that he cannot create a bank, it means he can. <br><br>Evidence for Hamilton: “‘Necessary’ often means no more than needul requisite, incidental, useful, or conducive to… [A] restrictive interpretation of the word “necessary” is also contrary to the sound maxin of construction”Hamilton argues a loose constructionist idea on the ideas of the constitution.<br><br>Jefferson View: Jefferson believes that in order to keep their government pure, it must be made up of an agrarian society of farmers. This is because, as Jefferson says, Farmers are the chosen people of God. Jefferson says that because the institution of a bank is not permitted by the constitution, he cannot do it.  <br><br>Evidence for Jefferson: “The second general phrase is ‘to make all laws necessary and proper for carrying into execution the enumerated powers’ But they can all be carried into execution without a bank. A bank is therefore not <em>necessary</em>”Jefferson argues for a strict constructionist idea of the constitution. <br><br>Winner: Hamilton. Hamilton's notion of establishing a national bank is not unconstitutional, as it is not directly stated in the constitution that he can't create a bank. </div>]]></description>

         <title>Whiskey Excise</title>

         <description><![CDATA[<div>Whiskey Excise: An excise tax on whiskey made in America that were made financially to sustain national debt. However, since it also managed to showcase just how powerful the central government had become, Hamilton’s belief ended up being superior. <br><br>Hamilton: Advocated for an excise tax on whiskey produced in America.  <br>Evidence: Believed that the taxes were an essential part in ensuring that the government still brought in enough revenue to sustain the national debt. He also saw an opportunity to showcase just how influential the central government had become when they were able to bring down any rebellion towards the excise tax.<br><br>Jefferson: Believed that the Whiskey Excise was a harmful thing to the American people. <br>Evidence: Believed that the excise was harming the yeomen farmers of America by hurting their source of income through the heavy taxes Hamilton put forth on them. He also felt Hamilton was using the excise to his own personal benefit to strengthen the legitimacy of his beliefs.  </div>]]></description>
