This approach, known as Presidential Reconstruction, was rejected by Congress, especially Radical Republicans, because it failed to protect the rights of newly freed African Americans and led to the enactment of oppressive Black Codes in the South. Congress eventually took control of Reconstruction, implementing harsher measures to secure the rights of freed slaves and redefine the political landscape of the South.
