Until the Reagans showed her that they want her. Steven is also apart of the reagan family so Hollis grew very close to steven. I think steven is also a big reason why Hollis loves the Reagan family. In the text it says that when Hollis and steven finally reunited Hollis started crying and steven threw his arms around her.
