While senators are responsible for passing legislation as they serve in Congress, much of the work is passed down to staff members. This makes the structure of Congress a bit more complex as it isn't just the congressmen and women reading over and revising bills.

The amount of people now working for Congress has dramatically changed its organization. Its no longer a case of senators and representatives meeting together to read through bills line by line. That has now become much faster, and more Congresspeople have been hiring personal team members, increasing the latter of positions in Congress.
