I have budget to manage for my academy and my department. I identified with Ruby because the state limits what categories I can spend and I spend significantly out of pocket each year.

I am curious to learn more about the decision making process concerning financial moves. Who decides what our "budget" is? Who decides that we can no longer print in color because it's too expensive? How do we ensure these decisions are equitable and that stakeholders have a say?
